Taiwan Thinktank Hosts Symposium on PLA Threats and Taiwan’s Response

Taipei, September 2, 2025 — Taiwan Thinktank held an academic symposium today at the NTUH International Convention Center titled “PLA Threats Against Taiwan and Response Measures.” The event brought together leading military experts and policy scholars to analyze China’s growing military pressure on Taiwan and discuss possible defense strategies.

The symposium featured four sessions, each examining a critical dimension of the People’s Liberation Army’s (PLA) potential operations: cyber and electronic warfare, missile strikes by the Rocket Force, airpower campaigns, and naval amphibious assaults.

Col. Wang Ching-an analyzed PLA cyber and electronic warfare, including efforts to paralyze Taiwan’s command and communications systems.

Dr. Kao Chih-jung, Taiwan Thinktank Advisory Committee member, discussed the PLA Rocket Force and Taiwan’s air defense countermeasures.

Dr. Sung Wen-hsi, Advisory Committee member, examined the PLA Air Force’s pressure campaigns and challenges for Taiwan’s air defenses.

Dr. Chang Sheng-kai, Advisory Committee member, assessed PLA naval operations and Taiwan’s anti-landing preparedness.

The discussions highlighted that since 2016, the PLA has escalated from “circumnavigation” drills to full-scale exercises simulating blockades and missile strikes. Analysts, including U.S. Indo-Pacific Command, have warned that the PLA could be capable of mounting a comprehensive assault by 2027. Experts emphasized that Taiwan now faces both “visible warfare” and an “invisible war” through ongoing gray-zone operations.

Taiwan Thinktank reaffirmed its commitment to advancing research on Taiwan’s security and China’s military strategy. Through its China Studies Group and regular forums, the organization will continue providing evidence-based policy recommendations for government, academia, and international partners.
