Strengthening National Strategic Research: Taiwan Thinktank Appoints Former Minister Lin Yu-chang as the Chairman’s Fellow

TAIPEI, Taiwan — Taiwan Thinktank (TTT) is pleased to announce the appointment of Mr. Lin Yu-chang, former Minister of the Interior and Mayor of Keelung, as a member of the Advisory Council and a Chairman’s Fellowship at the DIMEs Center, effective September 1 2025.

By integrating Mr. Lin’s extensive experience in public governance, urban transformation, and central-local policy implementation, TTT aims to bolster its research in national development strategy, regional resilience, and urban competitiveness.

A Synergy of Governance and Strategic Vision

With a background in architecture and urban-rural planning, Mr. Lin has dedicated his career to urban development and resilient transformation. His tenure as Mayor of Keelung was marked by the “Keelung Mountain-Sea-City Linkage Rebranding Project,” which earned international acclaim for integrating design aesthetics into public governance. He also spearheaded the “National Marine Gateway” initiative, repositioning Keelung as a premier East Asian international cruise hub.

As Minister of the Interior, Mr. Lin focused on national land planning and social resilience. He accelerated the “Government-led Urban Renewal” and the “Statute for Expediting Reconstruction of Urban Dangerous and Old Buildings,” effectively merging Transit-Oriented Development (TOD) with social housing to enhance national sustainability.
