Dr. Roger Chi-Feng Liu is the Deputy Director of the Defense and Security Program at the DIMEs Center, Taiwan Think Tank. He also serves as an assistant professor in the International Master’s Program for Asia-Pacific Affairs (IMAPA) at National Sun Yat-sen University. Previously, Dr. Liu was the Chief Executive Officer and a senior research fellow at the Research Institute for Democracy, Society and Emerging Technology (DSET), funded by Taiwan’s National Science and Technology Council (NSTC).

Before returning to Taiwan in 2023, Dr. Liu spent eight years teaching and conducting research in India at O.P. Jindal Global University (Delhi NCR) and FLAME University (Pune–Mumbai area). Professor Liu earned his Ph.D. in political science from the University of South Carolina, and his research interests include political geography, the geopolitics of technology, armed conflicts, great power politics, India in the Indo-Pacific, and the politics of China.

Dr. Liu has collaborated extensively with leading think tanks in India and beyond, including the Observer Research Foundation (ORF), the National Maritime Foundation (NMF), the Institute of Chinese Studies (ICS), and the Taiwan-Asia Exchange Foundation (TAEF). He is also the recipient of the 2021 Taiwan Studies Project in India, a national research initiative funded by Taiwan’s Ministry of Education to promote studies in the social sciences and humanities.

His commentaries and interviews have appeared in major Indian and Taiwanese newspapers and news portals, and he is a frequent panelist on news programs for channels such as CNN News-18, News X, Republic TV, Sansad TV (India), TVBS, and Mirror TV (Taiwan).
